Lae Main Market Redevelopment

The Lae Main Market is being transformed into a safe, vibrant, and inclusive space for the people of Lae City. The redevelopment is a joint initiative of the Lae City Authority, the Australian Government, and the New Zealand Government, with construction delivered by PNG-owned Minpac Construction Ltd.

Construction formally commenced in September 2025. The project is on track, with foundations underway and a primarily local workforce on site.

Construction progress (April 2026)

  • Site establishment and site offices — 100% complete
  • Driveway earthworks — 90% complete
  • Underground services — 60% complete
  • Foundation works for the Main Pavilion and Arts & Crafts section — 25% complete

The market's structural design is currently undergoing a formal review to ensure it meets all required safety codes and standards.

A local-led workforce

Approximately 97% of the current on-site workforce is Papua New Guinean. The project includes:

  • Trade Trainees — local tradespeople gaining direct, on-the-job construction experience.
  • University Partnerships — the first group of PNG Unitech students has officially completed their industrial training on the project.

Market governance and operational readiness

Long-term success depends on operational excellence as well as the physical build. LCA representatives recently completed a governance learning visit to Kokopo Market to inform the operational model. Key implementation steps include:

  • A draft market governance framework, currently under LCA review.
  • Clear roles and a practical vendor management system, modelled on Kokopo.
  • A primary focus on safety, cleanliness, and efficient waste management.

What's next

  • Structural Steel — commencing the superstructure framing for the Main Pavilion and Arts & Crafts building.
  • New Foundations — foundation works for the Main Entry, SME Kiosks, and the Police Post.
  • Recruitment — hiring the second batch of Trade Trainees and the second cohort of PNG Unitech students.
