The Board of Lae City Authority
The Lae City Authority (LCA) Board is made up of the Lae City Lord Mayor as the Chairman, and members range from a multitude of backgrounds all having the skills and experience to drive city forward for a better Lae.
The Board Team is made up of:

With the swearing in of the first LCA Board on 11th October 2018 (watch it here) began the process of development and establishment of the Lae City Authority. Due to an uncooperative Urban Local Level Government at the time of the Swearing in, the Department for Provincial and Local Government Affairs after consolation made the decision to prepare a Ministerial Direction the Minister for Intergovernmental Relations
The new Lae City Authority has adopted a high level organisational management structure headed by the Chief Executive Officer.
Daily operational responsibilities rest with the Executive Team, headed by the Chief Executive Officer. The Executive Team is devolved the responsibility to implement adopted LCA policy and the Operational Plan, and oversees the new LCA’s operations with the assistance of branch managers.
The Lae City Authority Interim Executive Management Team is made up of:
- Chief Executive Officer, Mr Neil Ellery
- Interim Finance Manager, Mr Uriha Soten
- Interim Principle Legal Officer, Ms Natasha David
Lae City Authority has also engaged advisors to assist with the establishment and set up of the LCA
- ABT & Associates (DFAT) as LCA Lead Advisor on Policy Development and Governance, Ms Kimberley Stewart
- Mary-Anne Zurenuoc, as LCA Lead Advisor on Compliance
